Why Is the World Bank Targeting Nigeria

The World Bank is urging Nigeria to break the monopoly of the $20 billion Dangote refinery by allowing fuel imports to foster competition. From an African perspective, this is viewed as a neocolonial effort to prevent energy independence, keep Nigeria reliant on imported fuel, and protect foreign oil interests, rather than fostering local industrial capacity. 
Key Aspects of the Controversy
  • Monopoly vs. Domestic Production: The World Bank argues that Dangote's dominant position—following the halt of import licenses in early 2026—results in higher prices (
    ₦1,275 per liter) compared to an import-parity price (~₦1,122 per liter). They advocate for increased competition to ensure price stability.
  • The African/Nationalist View: Proponents argue that the refinery, the largest in Africa, is essential for economic sovereignty, enabling Nigeria to refine its own resources rather than exporting crude and importing finished products. The advise to import is seen as a move to stifle Africa's industrialization.
  • Resource Control & Security: The struggle involves the supply of crude oil to the refinery. The refinery faces supply shortages from International Oil Companies (IOCs), and critics argue that foreign entities do not want a locally dominant player controlling the entire chain, from extraction to refining.

  • Dependency Issues: The World Bank recommendation is seen as maintaining a structure where Nigeria remains a mere supplier of raw materials.
  • Price Discrepancy: The World Bank's report highlights that Dangote's petrol, at ₦1,275, is expensive compared to the ₦1,122 import-parity price, using this as justification for opening the market.
  • Internal Opposition: Some local marketers fear that a total monopoly by Dangote could limit fuel availability if the refinery faces technical issues. 
The conflict pits the World Bank’s neoliberal model of competition against the African desire for economic independence and state-backed industrialization, with the World Bank's advice becoming a flashpoint for debate over economic sovereignty.
