WASHINGTON — President Trump signed into law H.R. 3377, legislation that authorizes the President to award the Medal of Honor to retired U.S. Marine Corps Major James Capers, Jr., for his extraordinary heroism during the Vietnam War.

Major Capers, a native of Bishopville, South Carolina, distinguished himself through repeated acts of valor in 1967 while leading a Marine reconnaissance team near Phu Loc, Vietnam. During a devastating ambush, Capers sustained severe wounds but refused to evacuate, continuing to lead his Marines under intense enemy fire and ensuring the survival of his entire team. Only after every member of his team had been evacuated did he allow himself to be removed from the battlefield.

“Today, we right a decades-long wrong and honor a warrior who embodies the very best of America,” said Congressman Norman. “Major James Capers, Jr. risked everything while gravely wounded to save his fellow Marines. Our veterans are the heart and soul of our nation, with Major Capers’ selflessness representing the highest ideals of our Armed Forces. He has given everything to protect our freedoms. And he deserves to be properly recognized.”

Originally recommended for the Medal of Honor following his actions in Vietnam, Major Capers’ recognition was delayed for decades due to administrative and procedural obstacles. Congress acted in a bipartisan manner to waive statutory limitations and ensure his heroism is properly recognized.

The legislation, led by Congressman Norman, passed both the House and Senate earlier this year before being sent to the President’s desk.

“Since coming to Congress in 2019, helping secure the Medal of Honor for Major James Capers, a decorated veteran and true American hero, has been a top priority of mine,” said Congressman Greg Murphy, M.D. “Major Capers valiantly fought in Vietnam, sustaining combat injuries under heavy fire. He deserves this recognition, and it is my honor to work alongside Congressman Ralph Norman to vigorously advocate for it. Mr. Capers is a shining example of the incredible bravery our service members possess, and I hope to see the Medal of Honor awarded to him.”

The Medal of Honor is the United States’ highest military award, reserved for those who go above and beyond the call of duty at the risk of their own lives. Major Capers’ actions on the battlefield exemplify the very spirit of this distinction and serve as an enduring testament to American courage and sacrifice.

The formal Medal of Honor ceremony will be announced at a later date.
