A Sudanese Fingerprint in the Heart of American Administration Mohamed Balla… From Sudan to Leading the Finances of the City of Atlanta

In a journey that affirms the ability of Sudanese talent to reach advanced positions in state institutions and public administration around the world, the name of Mohamed Balla stands out. He is a Sudanese-American financial expert who serves as Chief Financial Officer (CFO) of the City of Atlanta, Georgia, in the United States.

This position is one of the most important executive roles in the city’s administration. The Chief Financial Officer is responsible for managing financial resources, budget planning, investments, debt and bonds, financial policies, and providing financial advice to the Mayor of Atlanta and the City Council.

A Distinguished Academic and Professional Journey

Mohamed Balla studied in the United States and earned a bachelor’s degree in Business Administration with a concentration in Finance from Morehouse College in Atlanta. He then continued his graduate studies and obtained a Master of Business Administration (MBA) from the Stephen M. Ross School of Business at the University of Michigan.

He began his professional career in the financial and banking sector, working in investment banking and corporate finance with major American financial institutions, including Citigroup Corporate and Investment Bank and Wachovia Securities.

That phase allowed him to gain extensive experience in financial analysis, financing, investment, and the management of complex financial operations.

Transition to Public Service

In 2011, Mohamed Balla began working with the City of Atlanta, moving from the world of banking and investment into governmental financial administration.

Among the most prominent files he participated in during the early stages of his work with the city was the restructuring of Atlanta’s pension system—a portfolio valued in the billions of dollars.

He also took on responsibilities related to cash and investment management and oversaw a large financial portfolio for the city valued at approximately $1.5 billion.

He later moved to the Department of Watershed Management in the City of Atlanta, where he served as Deputy Commissioner and Chief Financial Officer, handling financial responsibilities linked to major projects, services, and infrastructure.

In July 2021, Mohamed Balla assumed the position of Chief Financial Officer of the City of Atlanta.

In this role, he became one of the senior executives responsible for the city’s financial policy and for strategically important files including the budget, financial oversight, investments, debt management, and long-term financing.

During his tenure, the City of Atlanta witnessed significant developments in its financial performance. Among the most notable was the city’s receipt of a AAA credit rating from Fitch Ratings in 2024—one of the highest possible credit ratings—reflecting the strength of its financial position and its ability to meet its obligations.

The city’s financial team also contributed to managing large bond issuances, including an issuance of approximately $410 million in 2022 to finance projects in transportation, parks, public facilities, security, infrastructure, and other areas.

High Professional Recognition

In 2025, Mohamed Balla received important professional recognition when the Atlanta Business Chronicle selected him for the CFO of the Year awards in the government and nonprofit sector.

The honor came in recognition of his role in financial leadership, strategic planning, and responsible management of the resources of one of America’s most important cities.

From Sudan to City Hall

The Atlanta City Council documented part of his journey in a video titled: “From Sudan to City Hall: Atlanta Chief Financial Officer Mohamed Balla.”

The title summarizes the journey of a Sudanese immigrant who left his homeland for the United States, forged his path through education and work, and reached a leadership position within a major American governmental institution.

Mohamed Balla… Expertise Sudan Needs

The importance of Mohamed Balla’s experience is not limited to individual success in the diaspora. It represents a model of the expertise Sudan possesses, spread across different parts of the world.

His experience in public financial management, budgets, investments, pensions, bonds, debt, financial oversight, and governmental administration constitutes a form of knowledge that Sudan will urgently need in the phase of rebuilding the state and the economy after the war.

Mobilizing experts like Mohamed Balla among Sudanese professionals in the diaspora does not necessarily mean asking them to leave their positions and return permanently to Sudan. Rather, modern national mechanisms can be established that enable them to transfer knowledge and expertise and contribute to designing institutions and policies and training Sudanese cadres—whether remotely or through specific assignments inside the country.

Mohamed Balla is one of those Sudanese minds that Sudanese people should know about, whose experience should be documented, and with whom a door of communication should be opened as part of a comprehensive national project to benefit from the expertise of Sudanese people around the world.
